Officials are preparing Thailand for investment in education among Asean Economic Community (AEC) countries and to be an international hub in the region when the community is launched in 2015.

Office of the Private Education Commission (OPEC) acting secretary-general Chanwit Tubsuphan told The Nation of the plans in an interview last week.

He said the officials were studying regulations and conditions for educational investment in Asean countries to prepare Thailand's involvement under agreements with AEC members.

The demand for international education and English programmes (EP) has been increasing unceasingly and was expected to continue growing, especially when AEC comes into effect and brings a free market to the region. OPEC will study these plans to see limitations and opportunities in educational investment for investors.

"Each country in Asean has regulations and conditions for educational investment. For example, some countries may not allow foreigners to provide basic education in their countries. We're studying this and its effect on people, culture and perspectives before Thailand makes a decision on how much it would be open for foreign investors to invest in the country's education," Chanwit said.

There are 133 international schools in Thailand. The amount has grown from about 40 in 1992. There are 40,000-50,000 students at those schools at present, said Usa Somboon, president of International Schools Association of Thailand (ISAT) in a separate interview.

Also, global international education has increased dramatically and will keep growing. The total number of English-medium international schools in the world is more than 6,400 with more than 3.2 million students. By 2022, it is expected that there will be 11,300 international schools and 6.2 million students, according to ISC Research, part of the International School Consultancy Group and Usa.

According to Chanwit, the number of private schools with EP increased from 144 in 2008 to 162 in 2012, while the number of EP students rose from 35,800 in 2008 to 54,800 in 2012. In all, 400 state and private schools across the country are offering EP and Mini-EP to hundreds of thousands of students. Ten per cent of them are foreigners.

"We expect that more students from Laos, Myanmar, Cambodia and Vietnam will come to Thailand to study at our international and EP schools after AEC takes effect. Apart from children of expats from Western countries, many foreign students in such schools are from those countries," he said.

Usa said: "Our country is ready to be an international school hub for the region. I would like the government to sincerely support international education in Thailand in terms of strategic planning. We've been asking many times about having an independent entity or agency to support international education in Thailand and that it acts like a centre of information for international schools in Thailand and helps develop strategically how to promote and compete in a growing global society."

"We are the leader in international education in Asean. If our resources are developed and supported in the right way and right time, we will be able to expand within the country and in the Asean region," said Wirach Amonpattana, vice-president and treasurer of ISAT.

Also, Usa and Wirach voiced the association's desire for empowerment of international schools. It would like educational agencies to change some regulations about Thai language and culture training for foreign teachers that were considered major obstacles for them in obtaining a teacher's licence in Thailand. They said they wanted the government to allow international schools to independently manage their own executive board members.

Chanwit said as OPEC supervised international schools and he was a board member of the Teachers' Council of Thailand, he would propose the council allow ISAT and universities to provide training for foreign teachers in different parts of the country. It would then be more convenient for them and would also adjust assessment methods that were more suitable for foreign teachers.

"OPEC is considering the proportion of foreign and Thai people who are appointed to international schools' executive boards. At present, at least half of the board members must be Thai. OPEC will check if the laws need to be changed following agreements in AEC," he said.

Although government agencies are focusing on attracting foreign students to study in Thailand rather than promoting schools to expand to other countries, Chanwit agreed with Usa and Wirach that Thailand was unable to completely block foreign educational investment flowing into the country under the AEC. International schools in Thailand, he said, would have to expand their business aggressively in neighbouring countries as well.

Wirach said Ruamrudee International School was planning to open a school in Myanmar.

"OPEC could be a reference for the international schools to guarantee their quality in any countries in which they will invest," Chanwit said.

'Tweet seats' play a role at the theater

PROVIDENCE, R.I. ??Sarah Bertness slipped into her seat at a recent staging of the musical "Million Dollar Quartet" and, when the lights dimmed, started doing something that's long been taboo inside theaters: typing away at her iPhone.

The 26-year-old freelance writer from Providence wasn't being rude. She had a spot in the "tweet seat" section at the Providence Performing Arts Center.

The theater is now setting aside a small number of seats ? in the back ? for those who promise to live-tweet from the performance using a special hashtag. They might offer impressions of the set, music or costumes, lines of dialogue that resonate with them ... or anything else that strikes them, really.

At "Million Dollar Quartet," based on the true story of a 1956 recording session that united music greats Johnny Cash, Elvis Presley, Jerry Lee Lewis and Carl Perkins, PPAC for the first time had cast members tweeting from backstage, too.

A growing number of theaters, including some on Broadway, have been experimenting in recent years with tweet seats and other real-time uses of social media as they try to figure out the relationship between the stage and the smartphone.

Some insist the theater should remain a sacred, technology-free place and that allowing the use of phones during a show ? even discreetly ? only serves as a potential distraction for other patrons. But others say theaters can't afford not to engage the digital generation, and that the way performances were once enjoyed, in a vacuum, doesn't hold up anymore.

"I think that it's important that PPAC and cultural institutions in general kind of jump on the social media bandwagon and learn to engage a broader audience," said Bertness, who runs the blog The Rhode Islander and is such a big Johnny Cash fan that she showed up to the performance wearing all black. "I think it's such a valuable tool."

Scott Moreau, an understudy for Johnny Cash, hadn't ever tweeted from backstage during a performance. He tried to provide a glimpse of what life's like on the tour, which he likened to the special features on a DVD. He said he enjoyed getting instant feedback from the tweeters ? feedback he shared with other cast members.

"It makes it feel a lot more personal," Moreau said.

A picture of Moreau that was tweeted out from backstage ? he was tweeting in it himself ? prompted someone in the tweet seats to declare that's what the Man in Black would have looked like, with an iPhone.

Time for 'Twittermission'?
Other theaters are also trying different digital ways to engage with patrons. In Boston, the Huntington Theater plans to introduce a "Twittermission" where an artist affiliated with the production, or someone from the theater's staff, answers questions about the show on Twitter during intermissions. The tweets will also be projected on screens in the theater lobby, according to spokeswoman Rebecca Curtiss.

The theater won't be introducing tweet seats, though.

"We feel strongly that the experience that an audience member has in our theater should be limited to what they are seeing on the stage," Curtiss said. "When the lights go down and the show begins, we want the art on stage to speak for itself."

PPAC isn't sure yet whether any social media buzz generated by those in the tweet seats will have a measurable effect at the box office. But spokeswoman P.J. Prokop said the theater intends to keep the program through the end of the year, and then evaluate it. Those who sit in the tweet seats get their tickets for free.

Kirsten DiChiappari, who has tweeted three shows there to her nearly 1,400 followers, grew up in New Jersey going to Broadway musicals, plays and the opera. The 41-year-old social media consultant from Bristol sees her live-tweeting as a way to lure people from their living rooms, where many are glued to "horrible reality television."

"It's kind of a way to tease people back to support the live arts, the real arts, the original arts," she said. "I feel like once they go, they'll go again."

Chastened Congress takes on immigration, seeks Rubio's mojo

WASHINGTON (AP) ? A bipartisan group of leading senators has reached agreement on the principles for a sweeping overhaul of the nation's immigration laws, including a path to citizenship for the 11 million illegal immigrants already in this country.

The deal, to be announced at a news conference Monday, also covers border security, non-citizen or "guest" workers and employer verification of immigration status.

Although thorny details remain to be negotiated and success is far from certain, the development heralds the start of what could be the most significant effort in years toward overhauling the nation's inefficient patchwork of immigration laws.

President Barack Obama also is committed to enacting comprehensive immigration legislation and will travel to Nevada on Tuesday to lay out his vision, which is expected to overlap in important ways with the Senate effort.

Passage of legislation by the full Democratic-controlled Senate is far from assured, but the tallest hurdle could come in the House, which is dominated by conservative Republicans who've shown little interest in immigration reform.

Still, with some Republicans chastened by the November elections which demonstrated the importance of Latino voters and their increasing commitment to Democrats, some in the GOP say this time will be different.

"What's changed, honestly, is that there is a new, I think, appreciation on both sides of the aisle ? including maybe more importantly on the Republican side of the aisle ? that we have to enact a comprehensive immigration reform bill," Sen. John McCain, R-Ariz., said Sunday on ABC's "This Week."

"I think the time is right," McCain said.

Besides McCain, the senators expected to endorse the new principles Monday are Democrats Charles Schumer of New York, Dick Durbin of Illinois, Robert Menendez of New Jersey and Michael Bennet of Colorado; and Republicans Lindsey Graham of South Carolina, Marco Rubio of Florida and Jeff Flake of Arizona.

Several of these lawmakers have worked for years on the issue. McCain collaborated with the late Democratic Sen. Edward M. Kennedy on comprehensive immigration legislation pushed by then-President George W. Bush in 2007, only to see it collapse in the Senate when it couldn't get enough GOP support.

The group claims a notable newcomer in Rubio, a potential 2016 presidential candidate whose conservative bona fides may help smooth the way for support among conservatives wary of anything that smacks of amnesty. In an opinion piece published Sunday in the Las Vegas Review-Journal, Rubio wrote that the existing system amounts to "de facto amnesty," and he called for "commonsense reform."

According to documents obtained by The Associated Press, the senators will call for accomplishing four goals:

?Creating a path to citizenship for illegal immigrants already here, contingent upon securing the border and better tracking of people here on visas.

?Reforming the legal immigration system, including awarding green cards to immigrants who obtain advanced degrees in science, math, technology or engineering from an American university.

?Creating an effective employment verification system to ensure that employers do not hire illegal immigrants in the future, including requiring prospective workers to verify legal status and identity through a non-forgeable electronic system.

?Allowing more low-skill workers into the country and allowing employers to hire immigrants if they can demonstrate they couldn't recruit a U.S. citizen; and establishing an agricultural worker program.

The principles being released Monday are outlined on just over four pages, leaving plenty of details left to fill in. What the senators do call for is similar to Obama's goals and some past efforts by Democrats and Republicans, since there's wide agreement in identifying problems with the current immigration system. The most difficult disagreement is likely to arise over how to accomplish the path to citizenship.

In order to satisfy the concerns of Rubio and other Republicans, the senators are calling for the completion of steps on border security and oversight of those here on visas before taking major steps forward on the path to citizenship.

Even then, those here illegally would have to pass background checks and pay fines and taxes in order to qualify for a "probationary legal status" that would allow them to live and work here ? but not qualify for federal benefits ? before being able to apply for permanent residency, a critical step toward citizenship. Once they are allowed to apply they would do so behind everyone else already in line for a green card within the current immigration system.

That could be a highly cumbersome process, but how to make it more workable is being left to future negotiations. The senators envision a more streamlined process toward citizenship for immigrants brought here as children, and for agricultural workers.

The American Civil Liberties Union said in a statement that the framework agreed on by the senators could provide important protections for illegal immigrants who are exploited by employers and live in "constant fear" over their immigration status.

But the ACLU took issue with the proposal to require employers to use an electronic employment-verification system, calling it "a thinly disguised national ID requirement" that would undermine employees' privacy and lead to discrimination against those "who look or sound 'foreign.'"

The debate will play out at the start of Obama's second term, as he aims to spend the political capital afforded him by his re-election victory on an issue that has eluded past presidents and stymied him during his first term despite his promises to the Latino community to act.

"As the president has made clear for some time, immigration reform is an important priority and he is pleased that progress is being made with bipartisan support," a White House spokesman, Clark Stevens, said in a statement. "At the same time, he will not be satisfied until there is meaningful reform and he will continue to urge Congress to act until that is achieved."

For Republicans, the November elections were a stark schooling on the importance of Latino voters, who voted for Obama over Republican Mitt Romney 71 percent to 27 percent, helping ensure Obama's victory. That led some Republican leaders to conclude that supporting immigration reform with a path to citizenship has become a political imperative.
