PC gaming is, on balance, better than console gaming. - Debate.org

Thank you for the response.

?Also, just because the game was made for consoles originally does not mean that the console itself is better. Since it can be emulated, this point is invalid.?

That is quite opinion based, if you contribute a system?s games to how good the system is, then you can make an argument that the N64 was superior because of its revolutionary games.

In fact my opponent did make this very same argument when he said earlier:

?The PC has a wide choice of games, as many games are multi-platform releases. With that, the PC also has many exclusive games such as MMO's like World of Warcraft, Tera Online, Eve Online, and Guild Wars 2. MOBA games are also fairly exclusive to PC's, such as League of Legends and DOTA 2. Also, many small indie titles are PC exclusive. ?

My opponent makes the point that small indie titles made for the PC are exclusive, and why else would have put that on the debate if he hadn?t meant that the PC was better because of the games it produces. My point was not that the OOT was better on the N64, just that the N64 (a console) has produced better games then the PC does. Playing a N64 game on an emulator is great, but you surely can?t make the case that this makes the PC better. Without the console, that game never would have existed.

?You could use an HDMI cable and a wired 360 controller to play PC games on a TV.?

Yes, you could. But a big factor in this debate is how the console entertains better then the PC, and convenience is a big factor of entertainment. While there are people who can set that up easily with an HDMI, there are more people who couldn?t figure it out. It?s sad, but true, consoles are more people friendly.

?Again, you can plug in any number of peripherals that you want on a PC.?

Again, which is more convenient, going to the trouble to figure out how to hook that stuff up, or just buying a console and sticking the cords into their designated slots? It?s so much easier.

"The power of a 400 dollar machine can't possibly match that of a 2000 dollar gaming rig. Sure, they'll help close the gap, but they won't be able to surpass PC's. Also, since PC's are constantly updated, the gap will have a lot of time to widen. After all, look at the current console generation: it's been going on for about eight years!?

This is when we ask ourselves a question. Do we want a $400 dollar piece of equipment that is very affordable, easy to use, and arguably just as fun. Or a $2,000 dollar piece of equipment that has slightly better graphics, is more complicated, and has a history of more technical problems than a console?"

"The question here is is the greater control you have over a PC worth the trouble that can bring? I say yes. Also, consoles can be afflicted by any number of problems. For example, two of my XBox 360's got an error related to overheating and died.?

X-Box?s are known for overheating, but as time went on, Microsoft came out with the touch sensor x-box?s that are much more cooperative, and hardly ever overheat. Whereas a PC may be advanced, but as soon as you push it to its limits they are prone to overheating, crashing, etc.

?PC's have family friendly games as well. I concede your last point, as PC's do not in fact have Wii Bowling.?

Exactly, PC?s aren?t advancing and developing new technologies that consoles are. With Wii motion plus, Kinect, and whatever you call it for PS3, the systems are finding new ways to entertain. You can even exercise with videogames. Higher graphics on the PC just aren?t anything special.

Christie signs NJ Internet gambling bill into law - KTTC Rochester ...

By WAYNE PARRY
Associated Press

TRENTON, N.J. (AP) - Get ready for betting in your jammies, at work, from the kitchen table, or at the beach: New Jerseyans - and possibly many others - will soon be able to gamble over the Internet.

New Jersey Gov. Chris Christie signed a bill Tuesday legalizing Internet gambling, hours after the state legislature passed a revised bill that made the changes he wanted. They included setting a 10-year trial period for online betting, and raising the taxes on the Atlantic City casinos' online winnings from 10 to 15 percent.

New Jersey became the third state in the nation to legalize gambling over the Internet. The lawmakers' votes and Christie's signature marked the largest expansion of legalized gambling in New Jersey since the first casino began operating in Atlantic City in 1978.

Nevada and Delaware have passed laws legalizing Internet betting, which also is going on offshore, untaxed and unregulated.

"This was a critical decision, and one that I did not make lightly," Christie said. "But with the proper regulatory framework and safeguards that I insisted on including in the bill, I am confident that we are offering a responsible yet exciting option that will make Atlantic City more competitive while also bringing financial benefits to New Jersey as a whole."

The idea is to help the struggling casinos by attracting new gamblers who are not now visiting the casinos. The comps, like free hotel rooms, show tickets, meals or other freebies, would be accrued from online play, but would have to be redeemed in person at a casino, presumably enticing a player to spend more money while there.

Tony Rodio, president of the Casino Association of New Jersey, welcomed the new opportunities for his industry.

"The objectives for the continued stabilization, development and success of Atlantic City that Gov. Christie and our legislature has facilitated over the past couple of years have taken a significant step forward today with the passage of Internet gaming," he said.

The advent of Internet gambling is particularly good news for one of Atlantic City's most struggling casinos, The Atlantic Club Casino Hotel. It is in the process of being bought by the parent company of PokerStars, the world's largest poker web site.

"Our state leaders have stepped up, worked together and seized this moment," said Michael Frawley, the casino's chief operating officer. "New Jersey will be better for it as the benefits of I-gaming for our state are only beginning to be fully appreciated. We strongly believe that the economic development and reinvestment in Atlantic City, driven through I-gaming, will be remembered as a critical turning point for this proud town. We look forward to the renewed success this new law will surely bring."

The state is counting on that success, too. Budget figures released Tuesday by Christie envision contributions to the state's Casino Revenue Fund soaring from $235 million this year to $436 million next year, largely due to an influx of online gambling revenue.

But Donald Weinbaum, executive director of the Council on Compulsive Gambling of New Jersey, worried that expanding gambling options will increase the ranks of the estimated 350,000 New Jerseyans with a gambling problem. He also expressed concern about young, tech-savvy people developing gambling problems from playing online.

The bill will not take effect until the state Division of Gaming Enforcement sets a start date, sometime between three and nine months after the law is signed. Casino executives have estimated it could take six months to a year to get the system up and running.

It would allow the playing online, for money, of any game currently offered by Atlantic City's 12 casinos; online poker is expected to be a particularly popular option.

"I'm sure I'll experience it firsthand," said Jonathan Wanchalk, a Lancaster, Pa., business owner who said he frequently played poker online before a federal crackdown on offshore betting sites. "In college, I played poker a lot. It's basically where all my money came from. Especially with poker, when it was allowed and then it wasn't, I'm as curious as anyone else to see how it plays out."

Gamblers would have to set up online accounts with a particular casino, and could set daily limits on their play.

They also would be subject to the same per-hand limits as gamblers physically present in the casino. Casino executives say final rules have to be approved by the gambling enforcement division, but they expect the state to require gamblers to have to appear in person at a casino to open their accounts and verify their age, identity and other personal information. Payouts could be made remotely to a credit card account or bank account when a player cashes out, if the state approves such an arrangement, the executives said.

They conceivably could even gamble through social media sites, as long as the sites worked with casinos that have an online gambling license, according to state Sen. Raymond Lesniak.

Joe Brennan Jr., director of the Interactive Media Entertainment & Gaming Association, said a new industry is ready to take off.

"We were always confident this day would come, because even after he vetoed the original iGaming bill, Gov. Christie immediately came back to us, to try and find a way to make this happen," Brennan said. "It took a little longer than we expected, but in the end, it was done right, and now it's time for Atlantic City to take this and run with it."

And the Poker Players Alliance hailed the law's enactment.

"New Jersey has gone 'all in,' " said John Pappas, executive director of the group, which claims 1 million members, 20,000 of which live in New Jersey. "Residents now will have access to a safe and regulated online gaming market, and the state will have a new source for revenue and job creation - something the federal government has failed to do thus far."

The bill allows gamblers in other states to place bets in New Jersey as long as regulators determine such activity is not prohibited by federal or any state's law. It even has provisions for allowing people in other countries to play, although federal law would have to be changed before that could happen, Lesniak said.

New Jersey lawmakers pass online gambling bill

TRENTON, N.J. (AP) ? New Jersey legislators gave final approval Tuesday to a bill legalizing gambling over the Internet, sending it to Gov. Chris Christie, who has indicated he will sign it quickly.

The state Assembly and Senate passed an updated version of the bill that Christie vetoed on Feb. 7, making the changes he asked for including setting a 10-year trial period for online betting, and raising the taxes on the Atlantic City casinos? online winnings.

Assuming Christie signs the bill ? he said last week he would do so quickly if the legislature made the changes he wanted ? New Jersey would become the third state in the nation to legalize gambling over the Internet. It also would represent the largest expansion of legalized gambling in New Jersey since the first casino began operating in Atlantic City in 1978.

Nevada and Delaware have passed laws legalizing Internet betting, which also is going on offshore, untaxed and unregulated.

?Finally, some good news for Atlantic City?s future,? said state Sen. Raymond Lesniak, one of the strongest proponents of online gambling. ?Internet gaming will give an immediate boost to the outlook for Atlantic City?s future, preventing the closing of at least one casino, and saving thousands of jobs. Now we can get to work making Atlantic City the Silicon Valley of Internet gaming by being the hub for other states to join.?

The idea is to help the struggling casinos by attracting new gamblers who are not now visiting the casinos. The comps, like free hotel rooms, show tickets, meals or other freebies, would be accrued from online play, but would have to be redeemed in person at a casino, presumably enticing a player to spend more money while there.

The bill will not take effect until the state Division of Gaming Enforcement sets a start date, sometime between three and nine months after the law is signed. Casino executives have estimated it could take six months to a year to get the system up and running.

It would allow the playing online, for money, of any game currently offered by Atlantic City?s 12 casinos; online poker is expected to be a particularly popular option.

They conceivably could even gamble through social media sites, as long as the sites worked with casinos who have an online gambling license, Lesniak said.

The casinos would utilize software programs that would, among other things, seek to verify that a person is at least 21 years old. Ted Friedman, CEO of Secure Trading, a Delaware Internet payment processor, said his firm?s software validates player information, including age, against multiple public and private databases.

It also uses authentication tools that will ask the player a series of multiple choice questions that only the specific player would know the answer to. Based on the identity checks and answers provided, an algorithm is run to determine the confidence level that the player is who they say they are and are of legal age.

The bill would allow gamblers in other states to place bets in New Jersey as long as regulators determine such activity is not prohibited by federal or any state?s law. It even has provisions for allowing people in other countries to play, although federal law would have to be changed before that could happen, Lesniak said.

The third time was the charm for online gambling in New Jersey. The legislature had passed two previous versions of the bill, only to see Christie veto them.

Christie vetoed New Jersey?s first attempt at Internet gambling in March 2011, citing concerns about its constitutionality and worrying about the proliferation of illegal back-room Internet betting parlors that would be difficult to find and prosecute. A second bill tried to address those concerns by providing hefty fines for anyone who runs or even advertises such a back-room betting parlor.

But Christie still wasn?t done objecting, noting in his Feb. 7 veto message that he had been torn over whether to expand gambling in New Jersey to such an extent. His two biggest requested changes were having Internet gambling reviewed by the state after 10 years to see how well it was working, and increasing the tax rate on the casinos? online winnings from 10 percent to 15 percent.

Music, movie industry to warn copyright infringers

(AP) ? Internet users who illegally share music, movies or TV shows online may soon get warning notices from their service providers that they are violating copyright law. Ignore the notices, and violators could face an Internet slow-down for 48 hours. Those who claim they're innocent can protest ? for a fee.

For the first time since a spate of aggressive and unpopular lawsuits almost a decade ago, the music and movie industries are going after Internet users they accuse of swapping copyrighted files online. But unlike the lawsuits from the mid-2000s ? which swept up everyone from young kids to the elderly with sometimes ruinous financial penalties and court costs ? the latest effort is aimed at educating casual Internet pirates and convincing them to stop. There are multiple chances to make amends and no immediate legal consequences under the program if they don't.

"There's a bunch of questions that need to be answered because there are ways that this could end up causing problems for Internet users," such as the bureaucratic headache of being falsely accused, said David Sohn, general counsel for the Center for Democracy and Technology, a Washington-based civil liberties group. But he added: "There's also the potential for this to have an impact in reducing piracy in ways that don't carry a lot of collateral damage."

The Copyright Alert System was put into effect this week by the nation's five biggest Internet service providers ? Verizon, AT&T, Time Warner Cable, Comcast and Cablevision ? and the two major associations representing industry ? the Motion Picture Association of America and the Recording Industry Association of America.

Under the new program, the industry will monitor "peer-to-peer" software services for evidence of copyrighted files being shared. Each complaint will prompt a customer's Internet provider to notify the customer that their Internet address has been detected sharing files illegally. Depending on the service provider, the first couple of alerts will likely be an email warning. Subsequent alerts might require a person to acknowledge receipt or review educational materials. If a final warning is ignored, a person could be subject to speed-throttling for 48 hours or another similar "mitigation measure."

After five or six "strikes," however, the person won't face any repercussions under the program and is likely to be ignored. It's unclear whether such repeat offenders would be more likely at that point to face an expensive lawsuit. While proponents say it's not the intention of the program, it's possible the alert system will be used to initiate lawsuits.

The number of Internet users subject to the new system is a sizable chunk of the U.S. population. Verizon and AT&T alone supply more than 23 million customers.

For the recording industry, which blames online piracy for contributing to a dramatic drop in profits and sales during the past decade, the new alert system is a better alternative than lawsuits. In December 2008, the Recording Industry Association of America announced it had discontinued that practice ? which had been deeply unpopular with the American public ? and would begin working with the Internet providers on the alert system instead.

"We think there is a positive impact of (alert) programs like this, and that they can put money in the pocket of artists and labels," said Jonathan Lamy, a spokesman for the trade group.

The Motion Picture Association of America estimates some 29 million people have downloaded or watched unauthorized movies or TV shows online, mostly using technology such as BitTorrent, a popular peer-to-peer protocol. Like its counterparts in the music industry, the MPAA says it believes people will stop when they understand it's illegal and are redirected to legal ways of paying for downloads.

The alert system "will help ensure an Internet that works for everyone by alerting families of illegal activity that has occurred over peer-to-peer networks using their Internet accounts and educate them on how they can prevent such activity from happening again," Michael O'Leary, an executive for the MPAA, said in a statement Tuesday.

A primary question is whether the system will generate a significant number of "false positives," or cases in which people are accused of sharing illegal content but aren't. One scenario is if a person doesn't encrypt their wireless connection, leaving it open to a neighbor or malicious hacker that swaps illegal files. Another example might be if a person uploads a "mashup" of songs or brief scenes from a movie ? content that wouldn't necessarily violate the law but could get flagged by the system.

The Center for Copyright Information, which created the alert system, is responsible for producing the methods that companies will be allowed to use to catch pirates, but it said Tuesday it won't release those details publicly. It said the system will rely on humans to review the entire content of every file to make sure it qualifies as material protected under copyright laws.

"This is an imperfect science," said Yoshi Kohno, an associate professor of computer science and engineering at the University of Washington. "The likelihood of a false positive depends on the diligence of the party doing the investigation."

Bartees Cox, a spokesman for the consumer watchdog group Public Knowledge, says it will watching to ensure the program doesn't evolve into imposing harsher punishments by Internet providers, such as terminating a person's Internet access altogether if they are accused of being a prolific violator.

If a person believes they've been wrongly accused, they will have multiple chances to delete the material and move on without any repercussion. If the problem is chronic, they can pay $35 to appeal ? a charge intended to deter frivolous appeals but also one that can be waived. The center says it won't require proof that a person is financially strapped.

The center's director, Jill Lesser, said the goal is to educate the average Internet user, rather than punish them, and no one will see their Internet access cut off.

"This is the first time the focus has been on education and awareness and redirection to legal and authorized services and not on punitive measures or a carrot-and-stick approach," she said.

Sohn said the effort will be a significant test whether voluntary measures can reduce copyright infringement.

"The long-term challenge here is getting users to change their attitudes and behaviors and views toward copyright infringement, because the technology that enables infringement ? computers, digital technology and the Internet ? that stuff isn't going away," he said.

My Husband Is Not Sexual - Her Busy Life

In a question to me on one of my webinars, Melanie writes: ?My husband is very loving, but not very sexual. I?ve tried to talk to him about this many times in non-threatening ways, but his lack of enthusiasm toward sex makes it very difficult to engage myself when he finally does get around to feeling sexual. We have zero intimacy mentally and very little physically.?
We often hear of men complaining that their wives are not sexual. It might surprise you that I often hear this complaint from women as well.

In my experience, there are a number of reasons why a man might not be sexual in his relationship:

He might have a very low testosterone level. This is something that can be tested and there is medication to raise testosterone level.

? He might have a fear of engulfment regarding sex. If he had an emotionally and/or sexually incestuous mother, he might be terrified of being smothered.

? He might be in resistance to being controlled by his wife. If his wife is critical or demanding, he may shut down sexually to avoid being controlled her.

? His wife might be needy and he might feel pulled on by her to make her feel good about herself. Just as a woman feels used when her husband uses sex addictively to feel good about himself, a man can also feel used when his wife uses sex to feel lovable.

? He might have learned to avoid both rejection and engulfment by being sexual on his own, using pornography as a safe way of being sexual without triggering his fears.

? His sexuality might be connected with emotional intimacy, and he might not feel emotionally intimate with his wife.

? There may be a control issue within the relationship regarding sex.

? Sex just might not be important to him.

? He might be impotent due to some of the above reasons.

Melanie states that her husband is very loving, but that they have zero intimacy. For both men and women in long-term relationships, sex can become boring when there is no emotional intimacy. The first thing I would do if I were to work with Melanie is to explore why there is no emotional intimacy, and if any of the above reasons could be contributing to the problem.

Melanie also states that when her husband is finally interested in sex, she has a hard time being involved. To me this indicates that there might be a subtle control issue going on between them: she wants sex when he is not available, but when he becomes available, she pulls away. Sometimes, having control over having sex is more important to one or both partners than actually having sex.

I would also question Melanie regarding whether she knew this before marrying her husband. People often do know these things about their partner, but convince themselves that either it?s okay with them, or that they can change it. I always encourage people to fully accept how things are before marriage, as there is never any guarantee that things will change. One thing is for sure: we cannot change anyone. People can change if they want to, but we cannot make them change. If someone is not very sexual before marriage, it is unlikely that this is going to change.

Given this fact, I would explore with Melanie what she knew before marriage. Since we attract a partner from our common level of woundedness, there may be a part of Melanie that is okay with a lack of sexuality, but she might be taking her husband?s lack of sexuality personally, which may be why she is having a problem with it.

Sexuality is sometimes a barometer of what is happening in the rest of the relationship, and since there is no emotional intimacy between Melanie and her husband, this is likely at least one cause of their sexual issues.

Whatever the reason, there is always much to learn if both people are open to learning.

Giving a voice to kids with Down syndrome

Feb. 25, 2013 ? Researchers from the University of Alberta are helping children with Down syndrome who stutter find their voice and speak with ease.

Stuttering is a common problem that affects almost half of all children with Down syndrome, yet despite the scope of the problem, little research exists about preferred treatment options -- or even whether to treat at all. Researchers with the U of A's Institute for Stuttering Treatment and Research (ISTAR) point to a new case study that shows fluency shaping can indeed improve a child's speech.

"People who stutter, whether they have a developmental delay or not, can do very well with treatment," said study co-author Jessica Harasym, a speech-language pathologist and Elks clinician with ISTAR in the Faculty of Rehabilitation Medicine. "There is no difference between the way the child in our case study responded compared with other children and families we've worked with who don't have Down syndrome."

Co-author Marilyn Langevin, ISTAR's director of research, said there is little consensus in the speech-language pathology community about treating stuttering for kids with co-existing disorders like Down syndrome. Their descriptive case study directly challenges the notion that children with Down syndrome should not be taught fluency skills for fear that failure could lead to frustration and damaged self-esteem.

"The difference in treating a child with Down syndrome might be using more simplified terms and slight modifications in how skills are explained, more modelling of skills -- the more you show, the better," Langevin says.

In the study, Harasym and Langevin worked with an eight-year-old girl, "Sarah," whose stuttering had affected her scholastic performance and ability to speak with friends and teachers at school. Four months of treatment, including the practice of prolongation -- speaking at an exaggeratedly slow rate -- plus breathing techniques and voice management skills inside the clinic and at home, helped Sarah improve her fluency by 98.6 per cent.

"This is front-line clinical research and it is making a difference in people's lives," Langevin says, explaining that stuttering can lead to social isolation, teasing and bullying. She says treatment helped Sarah find a way to get her words out, and helped with school work as well as interacting and making new friends.

"When there is less interference with communication, a child like Sarah can function that much better. She's functioning better with friends, she's functioning better with family, and she's able to reach her potential in a more robust way."

Langevin and colleagues at ISTAR plan to publish studies that report on treating young adults with Down syndrome who stutter, as well as those with Prader-Willi syndrome and other co-existing disorders.

Islamists threaten to kill French kidnapped in Cameroon

DAKAR (Reuters) - Gunmen claiming to be from Nigeria's Boko Haram Islamist group threatened on Monday to kill a kidnapped French family of seven if authorities in Nigeria and Cameroon do not release Muslim militants held there.

French ministers said they believed the three adults and four children seized in Cameroon's far north near the Nigerian border on Tuesday were being held by Boko Haram which has killed hundreds to try to carve out an Islamist state in Nigeria.

The first sign of the family since they were captured came in a video posted on YouTube in which they appeared surrounded by three gunmen wearing turbans and dressed in camouflage.

"We have been taken by Jama'atu Ahlis Sunna Lidda'awati wal-Jihad," one of the male hostages said in the video, referring to the name in Arabic of Nigeria's Boko Haram militants.

"They want the liberation of their brothers in Cameroon and their women imprisoned in Nigeria," the man added, speaking in French as he sat on the floor beside another man, a veiled woman and four children.

"A video of the French family kidnapped in northern Cameroon last Tuesday has just been posted by Boko Haram," said French Foreign Minister Laurent Fabius. "These images are terribly shocking and show a cruelty without limits."

The hostage-taking highlighted the risk to French citizens in Africa after Paris sent thousands of troops into Mali last month to oust al Qaeda-linked Islamists operating in the country's vast desert north.

"The president of France has launched a war on Islam and we are fighting it everywhere," said one of the apparent kidnappers, speaking in Arabic and identifying himself as a member of Boko Haram. "Implement our demands. If you leave out even one, we will kill these people."

Boko Haram, a Nigerian militant group, has previously posted videos in Hausa, a language spoken in northern Nigeria. The black and white flag that hung behind the hostages in the released video is more associated with al Qaeda-linked groups.

A spokesman for Boko Haram had denied any connection with the kidnapping at the weekend.

However, security experts in Nigeria, Africa's largest oil exporter, say that Boko Haram is made up of multiple cells, without a defined command structure.

The militant group is known to have had some links to al Qaeda factions in North Africa and Mali, but experts say they appear limited for now.

Cameroon's Communication Minister Issa Tchiroma Bakary said he could not comment because his government was not aware of the video.

The governor of Cameroon's Far North Region, Augustine Fonka Awa, said he was not aware of any Boko Haram members being held in the country.

Ultrasound reveals autism risk at birth

Feb. 25, 2013 ? Low-birth-weight babies with a particular brain abnormality are at greater risk for autism, according to a new study that could provide doctors a signpost for early detection of the still poorly understood disorder.

Led by Michigan State University, the study found that low-birth-weight newborns were seven times more likely to be diagnosed with autism later in life if an ultrasound taken just after birth showed they had enlarged ventricles, cavities in the brain that store spinal fluid. The results appear in the Journal of Pediatrics.

"For many years there's been a lot of controversy about whether vaccinations or environmental factors influence the development of autism, and there's always the question of at what age a child begins to develop the disorder," said lead author Tammy Movsas, clinical assistant professor of pediatrics at MSU and medical director of the Midland County Department of Public Health.

"What this study shows us is that an ultrasound scan within the first few days of life may already be able to detect brain abnormalities that indicate a higher risk of developing autism."

Movsas and colleagues reached that conclusion by analyzing data from a cohort of 1,105 low-birth-weight infants born in the mid-1980s. The babies had cranial ultrasounds just after birth so the researchers could look for relationships between brain abnormalities in infancy and health disorders that showed up later. Participants also were screened for autism when they were 16 years old, and a subset of them had a more rigorous test at 21, which turned up 14 positive diagnoses.

Ventricular enlargement is found more often in premature babies and may indicate loss of a type of brain tissue called white matter.

"This study suggests further research is needed to better understand what it is about loss of white matter that interferes with the neurological processes that determine autism," said co-author Nigel Paneth, an MSU epidemiologist who helped organize the cohort. "This is an important clue to the underlying brain issues in autism."

Prior studies have shown an increased rate of autism in low-birth-weight and premature babies, and earlier research by Movsas and Paneth found a modest increase in symptoms among autistic children born early or late.

The study was supported by a grant from the National Institutes of Health.

Armstrong lawyers: Justice Dept joining fraud suit

WASHINGTON (AP) ? Lawyers for Lance Armstrong say the Justice Department has joined a lawsuit against the cyclist. The lawsuit alleges the former Tour de France champion concealed his use of performance-enhancing drugs for over a decade and defrauded his long-time sponsor, the U.S. Postal Service.

The suit the Justice Department is joining was filed in 2010 by former teammate Floyd Landis, who was stripped of his 2006 Tour de France title for doping.

An Armstrong lawyer, Robert Luskin, said Friday that negotiations with the government failed because "we disagree about whether the postal service was damaged."

Said Luskin: "The postal service's own studies show that the service benefited tremendously from its sponsorship ? benefits totaling more than $100 million."

The Landis lawsuit was filed under seal, but it will be unsealed now.

India?s Hyderabad City Hit By Twin Blasts Despite Intelligence Alert; Govt To Blame?

Surveying the blast site, Home Minister Sushil Kumar Shinde explained the government had passed the information about the possible security threat to the law enforcing agencies in the state of Andhra Pradesh. According to the reports, although the information was not specific, it did give a warning of a possible strike in a list of cities including Hyderabad in Andhra Pradesh and Bangalore in Karnataka, just three days ago.

"No intelligence was given that a particular area it will happen. A general alert was given in the past two to three days to the whole country. And that's all," Shinde told reporters.

Following the execution of 2008 Mumbai terror attacks convict Ajmal Kasab and 20o1 Delhi parliament attack accused Mohammed Afzal Guru in last 30 days, India was put on high alert. Pakistan-based Islamic militants, Taliban, had vowed to avenge the executions targeting India.

However, the Andhra Pradesh state law enforcement agencies appear to have passed off the information alert as ?routine.?

No terror groups have claimed responsibility for the Thursday?s attacks yet, but the Indian police are investigating the possible involvement of Indian Mujahideen (IM), a shadowy Islamic militant group, with reported ties to Pakistani terrorist groups.

Meanwhile, the death toll in the Thursday?s twin blasts that occurred in a crowded area of Dilsukh Nagar, Hyderabad, has risen to 16 as two more people succumbed to injuries. According to the preliminary information, the bombs were powerful and attached to two bicycles about 150 meters (500 feet) apart in the area.

The bombs were made of pentaerythritol tetranitrate (PETN) and ammonium nitrate. And, they also carried other signature elements used by the terror outfits ? shrapnel, nuts, bolts and pieces of steel ? to cause maximum damage, leading Indian daily The New Indian Express reported.

The pattern of the bombing and the place chosen points towards the involvement of IM, which allegedly has carried out similar blasts in other parts of the country including Delhi (2011), Pune (2010) and Jaipur (2008), security experts pointed out. ?

?This kind of communally sensitive place, the use of detonators and timers, the pattern of the bombings and the fact that bombs were placed on cycles point the finger toward Indian Mujahideen,? N. Manoharan, an analyst at the Vivekananda International Foundation, a New Delhi-based policy research group told Bloomberg.

Media reports quoting the authorities said that the intelligence had stumbled on a possible security threat on Dilsukh Nagar, when an IM operative was arrested last October. According to a police release, two alleged IM operatives Syed Maqbool and Imran Khan reportedly had conducted surveys of Dilkhush (Dillsukh) Nagar, Begum Bazar and Abids in Hyderabad on a motorcycle at the behest of IM leader Riyaz Bhatkal. ?

Although there was no specific alert prior to Thursday?s attacks, intelligence and the law enforcement authorities had several factors that seemed to hold clear pointers to the south Indian city of Hyderabad as a soft target.?

Hyderabad, the capital city of the state of Andhra Pradesh, with a population of nearly 7 million people, has a clear history of communal violence between the Hindus and Muslims. Media reports quoting intelligence sources suggested the existence of several IM sleeper cells in the state. Previously, even the 2002 and 2007 blasts in Hyderabad were linked to this group.?

IM is believed to be born out of the banned Students Islamic Movement of India (SIMI) and has been active in India since 2007. A block of hardline Islamic militants reportedly broke off with moderates in SIMI and formed the IM, after the 2002 Godhra communal riots. Although the group has been striking targets prior to 2008, they formally announced their existence in emails sent to the media houses ahead of the 2008 Jaipur blasts.

The organization was banned in India in June 2010 and was also declared as a terrorist group by the U.S. and the U.K. in 2011. The group operates through sleeper cells that remain silent or subdued in the background. These sleeper cells are activated at the time of attack or other militant operations.

?Many of the sleeper cells of Harkat-ul-Mujahideen and IM are still active in Hyderabad and we are regularly monitoring them,? a police officer told leading South Indian daily Deccan Herald.

Security experts believe the failure of the government to prevent such attacks despite repeated warnings indicates inherent flaws in India?s infrastructure to fight such terror networks and their ghastly attacks. Any general information on security threats also cease to hold impact given the size of the country and the federal law enforcement system.?

??In the absence of specific intelligence inputs, India remains unable to check militant groups. Local police are not trained or equipped well enough to meet this kind of threat,? Manoharan explained.

India has multiple agencies to address terrorist activities and lack of coordination among the different agencies pose a huge obstacle to combat terrorism.?

?Having multiple agencies that claim to tackle terrorism isn?t enough if the police forces on the ground aren?t strong enough,? Bharat Verma, an expert on defense matters, told CNN-IBN news.

Further, the local police force appears handicapped owing to staff crunch and lack of training in terror combat. A Human Rights Watch report explains how India has an officer deployed for every 1,037 residents, while global average is one officer per 333 citizens.

A preliminary investigation report on the Hyderabad bomb blasts also point to the lapses in police coordination and the local police?s ability to correlate and collaborate the warnings with the pointers.

Apparently, wires of the security camera in the site of the bomb blast were cut off four days prior to the attack. Although the traffic police was aware of incident, they made no attempt to repair the instrument or investigate.?

Solid Energy viable despite crisis, says chairman

Updated at 3:01 pm today

Prime Minister John Key says the situation with Solid Energy is extremely serious and the Government will have to get involved.

The state-owned company has begun crisis talks with bankers and the Treasury, as it grapples with $389 million of debt in light of plummeting international coal prices.

The company's problems culminated last year in the mothballing of Spring Creek mine on the West Coast and 544 redundancies nationwide in an effort to reduce costs.

Solid Energy chairman Mark Ford is not ruling out the need for a Government bailout, but is adamant that the business is still viable despite its spiralling debt.

John Key said on Friday the Government will provide support if it needs to.

"Exactly what's required and what happens next is a matter that we need to work our way through, but it's fair to say we're very concerned about what we see and the Government will have to get involved."

Mr Key said the situation is not indicative of any issues in other state-owned energy companies.

Company still viable - chairman

Mark Ford took over the helm of the mining firm in November last year and said the difficulties stem mainly from an exceedingly low coal price and investment in non-core businesses such as biodiesel.

He told Radio New Zealand's Nine to Noon programme on Friday he was confident that talks with banks and the Government will find a solution.

"I can tell you after those discussions whether it will require a bailout or not. At the moment we're solvent and trading our way through this but we do need to reposition the company."

Mr Ford said coal will always be a viable business. The company employs about 1200 staff and Mr Ford said future job losses cannot be ruled out, but no decisions have been made yet.

Economist Geoff Bertram of Victoria University warned Solid Energy may not be the last state owned company to end up in financial strife.

He told Nine to Noon that Mighty River Power, due to be put up for partial sale, is racing into "highly speculative" investments to expand the company which exposes it to a lot of risk.

Buller District mayor Patrick McManus said Solid Energy's former board was focused on the wrong thing, and possibly slow to react to what was happening on the world market, and he is pleased the new board is getting back to the company's core business.

Call for Government to put in more money

Community leaders in coal mining areas say the Government must come to the party and put more money into the company.

Grey District Mayor Tony Kokshoorn told Radio New Zealand's Morning Report programme that on top of other job losses in the area, the prospect of more lay-offs at Solid Energy is like a dagger going in again.

He said the company took its eye off the ball when it went into alternative fuels including biofuels and wood pellets and should get its focus back to coal mining.

Huntly ward councillor Graeme Tait said the Government has had a fairly good dividend out of Solid Energy in the past, and it is time it put some money back in.

Peter Haddock who owns an engineering firm in Greymouth said many coasters thought Solid Energy was over-managed and top-heavy, and other private coal companies spent much less on senior management.

He told Morning Report concerns escalated about expenditure and overheads as coal prices began falling.

Listen to Tony Kokshoorn and Graeme Tait on Morning Report

Labour blames government 'mismanagement'

The Labour Party says the falling price of coal is no alibi for financial problems of Solid Energy.

The Government won't rule out the possibility of mine closures and job losses, or a bailout for the company which it is vowing won't fall into receivership.

Labour's state owned enterprises spokesperson Clayton Cosgrove said government mismanagement is the problem.

He said Finance Minister Bill English and State-Owned Enterprises Minister Tony Ryall could have stepped in years ago, and it's not good enough for them to blame the company's board.

Mr English said Solid Energy's cashflow had been good until six months ago when the international coal market took a downturn.

Top Catholic cleric says priests should be allowed to marry

LONDON (AP) ? Roman Catholic priests should be allowed to marry and have children, Britain's most senior Catholic cleric said Friday.

Cardinal Keith O'Brien, who heads the Roman Catholic Church in Scotland, said the requirement for priestly celibacy is "not of divine origin" and could be reconsidered.

He told BBC Scotland that "the celibacy of the clergy, whether priests should marry ? Jesus didn't say that."

He said that "many priests have found it very difficult to cope with celibacy," and while he had never considered marriage himself, "I would be very happy if others had the opportunity of considering whether or not they could or should get married."

O'Brien, 74, will form part of the conclave of cardinals that chooses the next pontiff, following the resignation of Pope Benedict XVI.

Benedict announced earlier this month that he will step down Feb. 28 ? the first pope to resign in almost 600 years.

The cardinal said that the next pope would be free to consider changing church policy on issues, such as celibacy for priests, that were not "basic dogmatic beliefs."

He said that "we know at the present time in some branches of the church ? in some branches of the Catholic church ? priests can get married, so that is obviously not of divine origin and it could get discussed again."

In recent years a number of traditionalist Anglicans opposed to the ordination of women and other changes have joined the Roman Catholic Church. The pope granted special dispensation for married Anglican clergy to stay married and be ordained in the Catholic Church.

O'Brien also said it was time to think seriously about having a pope from outside Europe.

He said he would be "open to a pope from anywhere if I thought it was the right man, whether it was Europe or Asia or Africa or wherever."

Vote: What Would You Name Squirrelly Mammal Ancestor?

What do you name the ancestor of almost all living mammals?

According to LiveScience readers, "Ralph" wouldn't be a bad bet.

Ralph topped LiveScience's poll results as of Feb. 21, beating out "Protosorex mammaliensis" and "Little Mama," after scientists announced earlier this month that they'd traced back the features of the hypothetical forerunner to all placental mammals. The animal looks a bit like a modern shrew with a dash of squirrel.

Scientists didn't give this mammal mama a nickname ? it is, after all, a composite rather than a real creature. However, the American Museum of Natural History, where much of the research was based, plans to team up with NPR's RadioLab to host a naming competition for the hypothetical ancestor.?

Everyone's ancestor

It may seem odd to announce the discovery of an animal that never existed. But the origins of placental mammals ? mammals that nourish their young in utero via the placenta, which accounts for nearly all living species ? are foggy. The fossil record suggests that mammal diversity exploded after the dinosaurs died out about 65 million years ago at the end of the Cretaceous period, but genetic studies indicate a longer evolution for mammals dating back before the end of the Cretaceous.

The goal of the ancestral mammal project was to marry fossil and genetic evidence, piecing together the DNA and physical changes to trace the lineage back to the beginning, or at least an approximation of the beginning. The result was an insect-eating four-legged creature that weighed less than half a pound. From these humble beginnings arose everything from elephants to bats. The researchers reported their findings on Feb. 8 in the journal Science. [6 Strange 'New' Species Hiding in Museums]

Naming names

A survey of the researchers involved in the project turned up no consensus on what, if anything, this hypothetical ancestor should be named. Michael Novacek, a study researcher and a paleontologist at the American Museum of Natural History, said that a Latin scientific name wouldn't be appropriate.

"The hypothetical ancestor is not represented by a real specimen, something that is required?for Latinized names, or, as they are known in taxonomy,?Linnaean names," Novacek wrote in an email to LiveScience.

So much for "Protosorex mammaliensis," the runner-up in the LiveScience poll. Other reader suggestions, contributed via Facebook, included "Timba" after Timon and Pumba from the movie "The Lion King," because "they like grubs, too!" and "yomama" ("obviously").

"These nicknames for the common ancestor are all very creative," said study researcher Maureen O'Leary, a scientist at Stony Brook University in New York. "It's great to see that this animal has inspired so much interest in science and is encouraging people to know about past life on Earth."

Editor's Note: If you have a great naming idea for this shrew-squirrel ancestor, please email Jeanna Bryner at jbryner@livescience.com.
