Financial Analyst ? Employee Benefits ? OFFICE OF THE CHIEF HUMAN RESOURCES OFFICER
The Financial Analyst position is not included within any Milwaukee Public Schools bargaining unit and reports to the Director of Benefits and Insurance Services. Nature of Work:
Provides analysis, monitoring, reporting and oversight of employee benefit costs for the district. Analyzes and reports on the financial performance of the district?s benefit programs including vendor contracts and performance guarantees.
Essential Functions:
-Analyzes and reports information regarding Milwaukee Public Schools revenues and expenditures for its employee benefit programs for use in reporting District?s benefit costs and liabilities.
-Supports the data requirements for production of actuarial valuations for employee benefit programs and related financial forecasts.
-Assembles spreadsheets, creates reports, dashboards, charts and graphs used to monitor and illustrate district benefit costs including cost drivers and program utilization.
-Evaluates and analyzes actual to budget data; analyzes and monitors vendor contracts including performance guarantees. Develops and maintains historical cost data for reporting on trends in costs, enrollments; and comparable benefits provided by district peers.
-Prepares and analyzes the Office of Human Resource operating budget under the direction of the Chief Human Resources Office and reports on budget to actual variances.
-Maintains knowledge and stays abreast of developments in the field of employee benefits, human resources, outsourcing of services, business, finance, accounting and information technology.
Minimum Qualifications
-A bachelor?s degree in business administration, accounting or finance, or a closely related field from an accredited college or university.
-Three years of previous experience in analyzing and reporting financial data including the design and preparation of dashboards, financial reports, graphs and charts.
-Residence in City of Milwaukee within one year of appointment and throughout employment.

Desirable Qualifications:
-Experience performing financial analysis of employee benefits for mid-size to large self-funded employer with comparable benefit programs.
-Proficiency in and knowledge of Oracle/PeopleSoft is a plus.
-Prior experience in supporting outsourcing initiatives.
Knowledge, Skills, and Abilities Required:
-Effective oral and written communication skills and outstanding analytical skills
-Knowledge of finance and accounting principles and practices, and the analysis and reporting of financial data
-Knowledge of computer hardware and software including applications and programming
-Proficient in using MS Office, advanced spreadsheet capabilities and an understanding of databases and internet operations
-Able to analyze financial data and make judgments how best to present it to colleagues and supervisor
-Able to communicate results of financial analysis in succinct and informative reports to supervisors and co-workers by telephone, in written form, email or in person
-Able to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems
-Able to consider the relative costs and benefits of potential actions to choose the most appropriate one
-Able to work effectively under time constraints, with little direct supervision
-Ability to work with a diverse group of employees
-Able to maintain accurate and complete records
-Able to handle multiple projects with varying and often tight deadlines
-Strong information research skills
The salary range is $43,219- $62,664, 12 months (Schedule III, Range 03A, 260 days)
